5 year-old Mahi is rescued from the borewell but declared dead

Mahi, a 5-year-old girl who fell into a 70-feet borewell at Kho village near Gurgaon while playing with her friends on June 20, 2012 has been rescued after three days of tireless efforts, declared dead by Gurgaon district magistrate PC Meena when she was rushed to the ESI hospital in Manesar. Mahi was trapped in the borewell for more than 85 hours and the rescuers drilled a pit parallel to the borewell to reach her. The rescue team was comprised of officials from army, fire, police, Gurgaon Rapid Metrorail, health and revenue departments, and even the locals.

Mahi fell into the borewell just a day after her fifth birthday. The borewell was uncovered, which is very common in India. These days it is becoming a common news that kids are falling into the borewell. Whom should we blame for this?
